3. Academicians of various national academies of science and engineering.

4. Those who have served as members, commissioners, or directors of internationally renowned academic institutions such as the International Organization for Standardization (ISO) (see Achievement Standards Statement 4) and international organizations in the field of science and education.

5. Directors and senior researchers of national research institutes or laboratories in various countries.

6. The person in charge, chief scientist or key member of the scientific and technological plan project results of each country.

7. Served as the editor in chief, deputy editor in chief, and senior member of international high-level scientific and technological journals (JCR Zone 1 and Zone 2).

8. Publish 3 papers as the first author or corresponding author (including equivalent contributing authors) in international high-level scientific journals (JCR Zones 1 and 2 in the professional field of Journal Citation Reports).

9. Those who have previously held middle-level or above management positions in high-level universities abroad, or have been appointed as professors or associate professors.

10. Formerly held senior management positions and key members of technology research and development at the headquarters of Fortune 500 companies, as well as management positions such as deputy general manager or above at the headquarters of second tier companies or regions, and as the head of technology research and development.

11. Previously held senior management positions in internationally renowned financial institutions and accounting firms (see Achievement Standards Statement 7).

12. World renowned presidents, vice presidents, professors, and associate professors of music, art, and arts colleges.

13. Serve as the chief conductor and voice performer of a world-renowned orchestra.

14. An artist who has performed solo in world-renowned opera houses or concert halls.

15. Has won the highest level individual award in famous literature awards, famous film, television, drama awards, famous music awards, famous advertising awards, as well as the first prize, first prize or second prize individual award in international famous art competitions, and has served as a judge for the above awards and competitions.

16. Renowned athletes who have entered the top eight of the World Cup, World Championships, and other important international events included in the Olympic Games or the last two Olympic Games, and the top three of the Asian Cup or Asian Championships included in the Asian Games or the last two Asian Games, as well as the head coaches or core members of the coaching staff responsible for training.

17. Those who have held ministerial level or above leadership positions in foreign government agencies, or senior leadership positions in renowned international organizations or non-governmental organizations.

18. Winners of world and national level skill competitions or professional talents engaged in training their competition projects; High skilled talents who hold the internationally recognized highest level vocational skill qualification certificate or China's senior technician vocational skill qualification certificate.

 

03 Foreign talents who meet the requirements of market-oriented encouraged positions

Personnel with senior management or technical positions employed by central state-owned enterprises and their secondary subsidiaries, global or regional headquarters of Fortune 500 companies, national high-tech enterprises (recognized by science and technology departments at or above the provincial level), and large enterprises (see Achievement Standard Explanation 19).

2. Personnel with senior management or technical positions working in nationally recognized enterprise engineering research centers (recognized by development and reform departments), engineering laboratories (recognized by development and reform departments), engineering technology research centers (recognized by science and technology departments), enterprise technology centers (recognized by information technology departments), and local technology innovation service platforms (recognized by science and technology departments).

3. The chairman, legal representative, general manager, or chief technical expert hired by medium-sized domestic and foreign enterprises with senior management or technical positions, or by small foreign-invested enterprises that meet the encouraged industries listed in the "Catalogue of Industries for Guiding Foreign Investment" and the "Catalogue of Advantageous Industries for Foreign Investment in the Central and Western Regions".

4. Personnel appointed to senior management positions or associate professors, associate researchers, and senior lecturers, senior internship supervisors, and other professional and technical positions at or above the deputy senior level in higher education institutions, research institutions, and vocational colleges.

5. Personnel appointed to senior management positions or vice senior professional and technical positions in domestic tertiary comprehensive hospitals, specialized hospitals in cities at or above the deputy provincial level, or foreign-funded hospitals.

6. Chief conductors, artistic directors, and chief performers hired by top domestic orchestras and other art groups.

7. Personnel with senior management or technical positions, such as chief editor, deputy chief editor, chief announcer, senior host, planning supervisor, and layout design supervisor, employed by mainstream media at the central and local levels.

8. Key athletes, head coaches, or core members of the coaching staff hired by national or provincial sports teams or clubs.

9. Foreign talents whose average salary income is not less than 6 times the average social salary income of the previous year in the local area.

 

04 Innovative and Entrepreneurial Talents

1. The founder of a company who invests in independent intellectual property or proprietary technology such as major technological inventions and patents, has a stable investment situation for three consecutive years, has a cumulative actual investment of no less than 500000 US dollars, and holds no less than 30% of the company's shares.

2. The chairman, legal representative, general manager, or chief technical expert of an enterprise who invests in independent intellectual property or proprietary technology such as major technological inventions and patents, and has a continuous annual sales revenue of more than 10 million yuan or an annual tax payment of more than 1 million yuan for three consecutive years.

3. Personnel with senior management or technical positions hired by units included in the list of innovative enterprises or science and technology innovation professions formulated by relevant provincial departments.

 

05 Outstanding Young Talents

Young talents under the age of 40 engaged in postdoctoral research at high-level universities abroad or domestic universities in China.

Those who meet the requirements of foreign high-end talents (Class A) can apply for a foreigner work visa only if they meet the following three basic conditions.

1. Should be at least 18 years old, in good health, have no criminal record, have a confirmed employer within the country, possess the necessary professional skills or appropriate knowledge level to engage in their work.

2. The work undertaken is in line with the needs of China's economic and social development, and is a professional in urgent need and shortage domestically.

3. If laws and regulations provide otherwise for foreigners working in China, such provisions shall prevail.
