At present, foreigners working in Guangdong can enjoy the "four conveniences" in handling relevant work procedures:

1Foreigners who work in Guangdong for a long time can enjoy the convenience of unified management of work permits after the integration of the two certificates. The foreign specialized department will issue the Foreigner Work Permit uniformly, opening up a "green channel" for foreign high-end talents and providing convenient measures such as "commitment system" and "acceptance of vacancies".

2Foreign high-level talents and innovative and entrepreneurial talents can enjoy the convenience of 16 entry and exit policies supported by the Ministry of Public Security for the construction of Guangdong Free Trade Zone and innovation driven development. For foreign personnel who come to work in Guangdong without a visa, they can apply for a Z-shaped (work) visa at the Guangdong Provincial Port Visa Office with the "Foreigner Work Permit Notice" issued by the foreign professional department.

3Foreigners who come to Guangdong in the short term can enjoy the convenience of exemption from work permits under the invitation letter policy. Foreign experts who come to Guangdong to work in management, technology, scientific research, teaching, guidance, consulting, and other fields for no more than 90 days are exempt from applying for work permits, work visas, and residence permits. The Foreign Experts Invitation Letter to China is directly issued by the Foreign Experts Department.

4Foreign high-end talents can enjoy the convenience of talent visas such as the longest visa validity period. Foreign high-end talents and their spouses and children can obtain an R-shaped (talent) visa for up to 10 years and multiple entries with the "Confirmation Letter for Foreign High end Talents" issued by the Provincial Bureau of Foreign Experts Affairs.

At the same time, the Guangdong Pilot Free Trade Zone has launched a series of highlight policies and measures to promote high-level talents and enterprise innovation and entrepreneurship.

 

One is to establish and improve a mechanism for evaluating high-level talents.

Propose to classify and formulate high-level talent evaluation standards for technology innovation and entrepreneurship, finance, shipping, trade, and other aspects that urgently need to be introduced in the Nansha, Qianhai Shekou, and Hengqin areas of the Free Trade Zone, and simplify the process of high-level talent evaluation and recognition.

 

The second is to improve the visa and residence policies for high-level talents.

Propose three measures: implementing a more convenient visa policy, implementing a more open residence policy, and providing convenience for the entry and exit of talents. Foreign high-level talents and foreign personnel engaged in commercial activities who exchange and visit within the district can apply for an F-shaped visa with a validity period of no more than 5 years and an M-shaped visa with a validity period of no more than 1 year, respectively, based on materials such as letters from the district management committee and invitation letters from units within the district. The work permit period for foreign high-level talents in the district can be extended to 5 years. Foreign high-level talents working in the district can apply for a residence permit for no more than 5 years based on the identification certificate of high-level talents, employment certificate from units within the district, and foreign work permits. Spouses and underage children of qualified foreign high-level talents can apply for residence permits consistent with those of the main applicant. High level talents who meet the conditions can refer to personnel from enterprises and institutions. Handle business endorsements for travel between Hong Kong for more than one year and Macau for more than three months.

 

The third is to optimize the incentive policies for innovation and entrepreneurship of high-level talents.

It is proposed to implement tax preferential policies, establish a talent entrepreneurship development fund, reward high-level talents with outstanding contributions, orderly delegate the power of professional title evaluation, promote mutual recognition of professional qualifications for talents from Guangdong, Hong Kong, and Macao, and support high-level talents from Hong Kong, Macao, Taiwan, and foreign countries to apply for science and technology projects in six aspects of measures.

 

The fourth is to create a high-quality talent carrier.

Three measures are proposed to strengthen the construction of high-level talent development platforms, enhance the construction of high-level talent entrepreneurship platforms, and achieve efficient transformation of intellectual property rights for high-level talents.

 

The fifth is to build a comprehensive service system for high-level talents.

Six measures have been proposed to improve the social security system, strengthen housing security, properly solve the problem of children's education, enhance transportation convenience, vigorously develop the human resources service industry, and implement a one-stop service for high-level talents.
