Policy Information

Article 1

For foreign high-level talents, those who have made significant outstanding contributions, and those who are in special need of the country, they can apply for permanent residency in China to the entry and exit management department of the public security organs upon recommendation by the relevant national competent departments, provincial people's governments, or national key development area management departments. The foreign spouses and underage children of the above-mentioned personnel can apply together.

Article 2

Foreigners working within China who have worked continuously for at least 4 years and have resided for at least 6 months each year, with an annual wage income not less than six times the average wage of urban employees in the previous year, and an annual personal income tax not less than 20% of the wage income standard, may apply for permanent residency in China to the immigration management department of the public security organs. Their foreign spouse and underage children can apply together.

Article 3

Foreign Chinese working within China with a doctoral degree or working continuously in key national development areas for at least 4 years and residing for no less than 6 months per year may apply for permanent residency in China to the immigration management department of the public security organs. Their foreign spouse and underage children can apply together.

Article 4

Foreign experts and scholars invited by domestic key higher education institutions, research institutes, and well-known enterprises, as well as foreign high-level management and professional technical talents recognized by talent management departments and science and technology innovation departments of people's governments at or above the district level, may apply for port visas to enter the country through the port visa department of the public security organs. After entering the country, one can apply for a multiple visa or residence permit with a validity period of no more than 5 years from the entry and exit management department of the public security organ by presenting proof letters and other materials from the inviting unit.

Article 5

Foreign talents and members of innovation and entrepreneurship teams introduced in key domestic development areas and industries can apply for a residence permit with a validity period of no more than 5 years from the entry and exit management department of the public security organs with work permits and unit letters and other materials. Foreign members of innovation and entrepreneurship teams can also apply for a residence permit with a validity period of no more than 5 years by presenting a letter of guarantee from the team leader.

Article 6

Foreigners who have made significant outstanding contributions and special needs of the country can be recommended to lead a team of foreign members and research assistants to apply for a long-term visa or residence permit with a validity period of no more than 5 years from the entry and exit management department of the public security organs.

Article 7

Foreigners hired by enterprises and institutions within China who have obtained work permits but do not have time to apply for work visas abroad may apply for work residence permits from the entry and exit management department of the public security organs with work permits and other materials; For those who have applied for a work type residence permit for more than one year consecutively and have not engaged in any illegal or irregular activities, they can apply for a work type residence permit with a validity period of 5 years from the entry and exit management department of the public security organ for the third time.

Article 8

Foreign high-level talents working in key universities, research institutes, and well-known enterprises in China, with the consent of their work units and part-time units, and registered with the entry and exit management department of the public security organs, can work part-time for innovation and entrepreneurship.

Article 9

Foreign outstanding international students who have obtained a bachelor's degree or above from key domestic universities and engage in innovation and entrepreneurship activities in China after graduation can apply for a residence permit with a validity period of 2 to 5 years from the entry and exit management department of the public security organs by presenting their university graduation certificate and proof of innovation and entrepreneurship.

Article 10

Foreign students who graduate from internationally renowned universities and come to China for innovation and entrepreneurship within 2 years after graduation can apply for a residence permit with a validity period of no more than 2 years from the entry and exit management department of the public security organs with proof of education (degree) and other materials.

Article 11

Foreign students from overseas universities invited by well-known domestic enterprises and institutions to intern in China can apply for a one-year visa from the entry and exit management department of the public security organs for internship activities with the invitation letter from the inviting unit and the certificate of enrollment from the university. Foreign students from overseas universities who come to China for internships according to intergovernmental agreements can apply for work residence permits in accordance with regulations.

Article 12

Explore the establishment of immigration service centers (stations) in areas with a high concentration of foreigners, providing convenient services such as policy consultation, residence travel, legal aid, language and culture for permanent foreigners in their work, study, and daily life.
